In all cases where Ohio R.C. 9.44 is applicable, and notwithstanding Sections 139.04(d) and 139.07, the employment anniversary date of an affected City employee, for the purpose of computing the amount of his vacation leave, is hereby deferred pursuant to Ohio R.C. 9.44 to two days prior to his employment with the City.
