The Commissioner of the Division of Taxation, to be called the Commissioner of Taxation, under the supervision and direction of the Director of Finance, shall have supervision and control of the administration and enforcement of the City income tax in all aspects thereof. The Commissioner shall be appointed by the Mayor and be subject to confirmation by a majority of the members of Council. The Division may have four clerical employees consisting fo one Administrative Assistant - Tax, three Tax Specialists, all of whom shall be under the supervision and control of the Commissioner of Taxation.
