The Office of the Mayor shall have a part-time Special Counsel, an Administrative Assistant to the Mayor and all such temporary, part-time and seasonal employees as deemed necessary by the Mayor and who may be appointed by the Mayor if funds are appropriated to a specific account to pay such employees in addition to his full-time regular employees.
