(a) A single request for more than 100 copies of public records shall be accompanied by an advance deposit in the amount of fifty percent (50%) of the total amount due for such copies.
(b) If, at the time a request is made, the exact number of copies of public records to be provided cannot be determined by the person responsible for providing the copies, the number shall be estimated by that person and an advance deposit in the amount of fifty percent (50%) of the estimated cost of copying shall be required.
