The City shall provide, at the sole expense of the City, for the removal and disposition of solid waste from each residence within the City. The Director of Public Service is hereby authorized to establish reasonable rules and regulations that are consistent with any ordinances of the City and as may be reasonably necessary to the public safety and health regarding the manner and method of collecting, handling, storing and disposing of solid waste within the City.
