(a) An application packet for a mobile food vending license and a health license must be submitted by the owner of the unit to the Zoning Administrator. A separate application packet must be submitted for each unit. Application for a mobile food vending license shall be on a form prescribed by the Director of Public Service and shall substantially comply with subsection (b) hereof.
(b) Applications for registrations to operate Mobile Food Vehicles will be accepted by the Zoning Administrator each year beginning January 1.
(c) Mobile Food Vehicles operating within the boundaries of the City, stopping, standing or otherwise parking in the public right of way for only fifteen (15) consecutive minutes or less, shall not be required to apply for registration to operate a Mobile Food Vehicle within the boundaries of the City in the public right of way.
