SECTION 1.0 EFFECTIVE DATE OF CHARTER.

For the purpose of nominating and electing officers and members of Council of the City and fixing the compensation of those to be elected in 1961, this Charter shall be in effect from and after the date of its approval by the electors of the City. For all other purposes, the Charter shall be in effect on and after the first day of January, 1962.
