The Civil Service of the City is hereby divided into the unclassified and classified service.
(a) The unclassified service shall include:
(1) All members of Boards and Commissions;
(2) All elective or appointive officers specifically provided for by this Charter;
(3) All heads of Departments and Divisions and one deputy or assistant to each such Department or Division head;
(4) All assistants or deputies to the Solicitor and Clerk-Auditor;
(5) One secretary to the Mayor and one secretary to the head of each Department;
(6) All persons appointed to an office or position requiring professional or exceptional qualifications as determined by the Council;
(7) All employees in unskilled labor positions;
(8) All part-time, temporary or seasonal employees.
(b) The classified service shall comprise all positions not specifically included by this section in the unclassified service.
