Whoever violates any provision of this chapter is guilty of a minor misdemeanor on the first offense, with a fine of not less than one hundred fifty dollars ($150.00); a misdemeanor of the fourth degree on the second offense, with a fine of not less than two hundred fifty dollars ($250.00); and a misdemeanor of the first degree on the third offense, with a fine of not less than one thousand dollars ($1,000.00). A separate offense shall be deemed committed each day during or on which a violation or non-compliance occurs or continues.
