In lieu of the installation of the above improvements prior to the approval and recording of the plat, the subdivider may file a surety bond or escrow agreement. In the event the surety bond or escrow agreement is furnished, the requirements set forth in Section 1181.10 shall be complied with as a condition precedent to the release of the bond or escrow agreement so furnished.
