The procedure for processing special use applications shall be the same as for an amendment to the Zoning Ordinance, as set forth in Chapter 1107, including referral of the proposed special use to the Planning Commission, consideration and action by the Commission and hearing, notice and action by Council. A Site Plan, prepared in accordance with the requirements of Section 1109
shall be provided.
