(a) It shall be the responsibility of the Division of Parks and Forestry (“Forestry Division”) to investigate, study, develop and plan for the care, preservation, pruning, planting, replanting, removal and disposition of street trees and park trees annually, to present same to the Mayor, which the Mayor shall transmit to Council with his recommendation. The Forestry Division under the direction of the Mayor shall be responsible for the implementation and administration of all such plans.
(b) The Forestry Division when requested by Council, shall research, investigate, make findings, report to and recommend upon any special matter or question coming within the scope of its work.
