After the Director of Public Service or the Utility Committee of Council has approved a map and plans of any conduit, no change shall be made in the size or location of the conduit or the material of which the same is to be constructed, and no change shall be made in the size or location of the laterals or manholes until the person desiring a change first presents to the Director an amendment to such map and specifications and the same has been approved by the Director. After the conduits, manholes and laterals have been constructed, the person shall file in the office of the Director a full and complete detail drawing showing the location, size and depth of each and every part of the conduits, manholes and laterals as they have actually been built.
