No news rack shall be placed, installed, used or maintained in the following locations:
(a) In any residentially zoned area.
(b) On, onto, into or over any portion of a roadway, as defined in Section 301.33.
(c) Within three feet of any marked crosswalk.
(d) Within fifteen feet of the curb return of any marked crosswalk.
(e) Within five feet of any fire hydrant, fire call box, police call box or emergency facility.
(f) Within three feet of any driveway.
(g) Within three feet ahead of and fifteen feet to the rear of any sign and pavement markings indicating a designated bus stop measured parallel to the flow of traffic.
(h) Within three feet of any bus bench.
(i) At any location where the news rack causes, creates or constitutes a traffic hazard.
(j) At any location where the clear space for the passage of pedestrians is reduced to less than six feet.
(k) At any location where the news rack will endanger the safety of persons or property.
(l) Within three feet of any display window of any building abutting the sidewalk in such manner as to impede or interfere with the reasonable use of such window for display purposes.
(m) At any location where the news rack will interfere with the cleaning of any sidewalk by the use of mechanical sidewalk cleaning machinery.
