(a) All news racks shall be used solely for the distribution to the public of newspapers, periodicals, magazines and other printed materials regularly published with not less than four issues per year and they shall be maintained by the owner in a state of good repair and neat appearance.
(b) No news rack shall exceed sixty inches in height, thirty inches in width and twenty- four inches in depth.
(c) News racks shall be placed only near a curb or adjacent to the wall of a building and shall be placed no less than eighteen inches nor more than twenty-four inches from the edge of the curb. News racks placed adjacent to the wall of a building shall be placed parallel to such wall and not greater than six inches from the wall. No news rack shall be placed or maintained on a sidewalk or parkway opposite a newsstand or another news rack.
(d) No news rack shall be chained, bolted or otherwise attached to any property not owned by the owner of the news rack.
(e) News racks may be chained or otherwise attached to one another; provided however, that no greater than three news racks may be so joined together.
