No permit or license shall be required prior to the placement or maintenance of any news rack within the City; provided however, that any person placing or maintaining a news rack within the City shall, within ten days of a placement, notify the Mayor of its original location and any subsequent change in that location. Additionally, each news rack shall bear in a conspicuous place the name, address and telephone number of its owner.
