As used in this chapter, the following words are defined and shall have the meaning ascribed to them as hereinafter set forth:
(a) "News rack" means any mechanical device designed for the purpose of distributing to the public newspapers, periodicals, magazines and other printed materials regularly published with not less than four issues per year.
(b) "Person" means any individual, partnership, firm, association, joint stock company, corporation or combination of individuals of whatever form or character. (Ord. 11-89. Passed 2-6-89.)
