755.01 DEFINITIONS.
   (a)    "Alarm system" means any mechanical or electrical device which, when activated, emits a sound or transmits a signal or message and is designed or used for the detection of an unauthorized entry or attempted entry into a building, structure or facility, the alerting of others to the commission of an unlawful act within a building, structure or facility, or the detection of fire, smoke or heat within a building, structure or facility.
   (b)    "Alarm user" means the person, firm, partnership, association, corporation, company or organization of any kind which owns, controls or occupies any building, structure or facility wherein an alarm system is maintained.
   (c)    "False alarm" means the activation of an alarm system through mechanical failure, malfunction, improper installation or the negligence or improper use by the owner or user of an alarm system or of his employees or agents, which activation results in an unnecessary response by the Police or Fire Divisions.
   (d)    "Unnecessary response" means a response by Police and/or Fire personnel to any location generated by a false alarm, and no person or property was in need of services rendered by Police and/or Fire Divisions.
   (e)    "Automatic dialing device" means a device which is interconnected to a telephone line and is programmed to select a predetermined telephone number and transmit by voice message or code signal an emergency message indicating a need for emergency response. Such a device is an alarm system.
   (f)    "Interconnect" means to connect an alarm system including an automatic dialing device to a telephone line, either directly or through a mechanical device that utilizes a telephone, for the purpose of using the telephone line to transmit a message upon the activation of the alarm system.
   (g)    "Police primary trunk line" means a telephone line serving the Sylvania Police Division that is designated to receive emergency calls.
   (h)    "Sound emission cutoff feature" means a feature of an alarm system which will cause an audible alarm to stop emitting sound.
   (i)    "Hearing Officer" means the Director of Law for the City of Sylvania or his authorized representative.
