(a) The Director shall make rules and regulations he deems necessary to maintain safe and efficient operations of horse-drawn carriages within the City.
(b) The Director or his designate shall cause the enforcement of this chapter.
(c) The Director shall issue or authorize the issuance of license hereunder when he finds:
(1) That all provisions of this chapter have been satisfied as described herein.
(2) That he has received on file a certificate of health or veterinarian certificate approved by the Health Officer for each horse to be utilized for the services described herein.
