(a) The Director of Public Safety shall issue a horse-drawn carriage license or deny the issuance of such a license within three days from the date of application.
(b) A horse-drawn carriage license shall not be issued to any person who has made any false statement or misrepresentation on the application.
(c) A horse-drawn carriage license issued under this chapter shall not be transferable and shall expire on March 31 of each year.
(d) The annual horse-drawn carriage license fee shall be twenty-five dollars ($25.00) per year per carriage.
