No person, firm, partnership, association or corporation shall furnish, operate, conduct, maintain, advertise or otherwise be engaged in, or profess to be engaged in, the business or service of transportation by horse-drawn carriage upon the streets, alleys or other public way or place of the City without first having obtained a valid license for a horse-drawn carriage issued pursuant to this chapter.
