(a) No person shall engage in, conduct, or carry on, or permit to be engaged in, conducted, or carried on, in or upon any premises in the City, the operation of a massage establishment or bath establishment as herein defined, unless such massage or bath establishment shall be licensed under this chapter.
(b) No person shall engage in the business of, or be employed as, a massage technician in the City unless he or she shall be licensed as a massage technician under this chapter. (Ord. 39- 79. Passed 4-9-79.)
