The applicant shall reserve one channel for educational programming, and shall furnish, without charge, one connection for each public and parochial school, including colleges and universities, located in areas served by the communications system, and shall furnish without charge monthly service thereafter for so long as such communications system remains in operation in the area. Any such school may install at its expense such additional connections for classroom purposes as it desires, provided that such installation shall not interfere with the operation of applicant's system, and that the quality and manner of installation of such additional connections shall have been approved by the applicant and shall comply with all City, State and federal laws and regulations. In addition, the applicant shall furnish to the City without charge such connections as may be required for regulation and supervision of the communications system, not to exceed three, and shall provide without charge monthly service thereafter, provided that such connections are located in public buildings in areas being served by the communications system.
