As used in this chapter, the following terms have the meanings indicated unless the context clearly indicates otherwise:
(a) "Smoke" or "smoking" means the carrying or smoking of any kind of lighted cigarettes, cigar, pipe or any other lighted smoking equipment.
(b) “Cigarettes” includes any roll for smoking made wholly or in part of tobacco, irrespective of size or shape, and whether or not such tobacco is flavored, adulterated or mixed with any other ingredient, the wrapper or cover of which is made of paper, reconstituted cigarette tobacco, homogenized cigarette tobacco, cigarette tobacco sheet or any similar materials.
(c) “Tobacco products” or “tobacco derivatives” include the proceeds, yield or final form of anything made up wholly or in part of the genus of the plant known as “nicotiana”. Such products or derivatives include but are not limited to cigars, pipe tobacco, chewing tobacco and snuff.
(d) “Government building” means any building or facility, the title to which and the possession and control of which is vested in the United States of America, the State of Ohio or a political subdivision of the State of Ohio, including a county, city, township, school district, recreation district, park district or library district.
(e) “Government property” means any property, the title to which and the possession and control of which is vested in the United States of America, the State of Ohio or a political subdivision of the State of Ohio, including a county, city, township, school district, recreation district, park district, or library district.
(f) “Government vehicle” means any vehicle, the title to which is vested in the City of Sylvania, Ohio, and the possession or control of which is vested in an employee or officer of the City of Sylvania, Ohio.
