It shall be unlawful for any unauthorized person to open or for any person to deface, injure, tamper with or wilfully break, destroy or impair the usefulness of any parking meter or other parking regulatory device, installed pursuant to this chapter or to hitch any animals or riding vehicles thereto or to deposit, or cause to be deposited, in any parking meter or other parking regulatory device, any slug, device or metallic substitute for United States currency.
