The city manager is hereby authorized and directed to install parking meters in the downtown parking enforcement zone, both on street and off street, for the purpose of and in such numbers and at such places as may be necessary for the regulation of the parking of vehicles therein. Parking meters installed in the downtown parking enforcement zone shall be installed upon the curb immediately adjacent to the individual parking spaces hereinafter described.
