No person may carry, possess or have any alcoholic liquor, except in the original container and with the seal unbroken, in any municipal parking lot or in any public right of way located on Elm Street, Exchange Street or State Street from Sacramento Street to Main Street. For the purposes of this section, "alcoholic liquor" shall be defined as any spirit, wine, beer, ale or other liquid containing more than one-half of one percent (1/2%) of alcohol by volume, which is fit for beverage purposes.
