Each license shall terminate on December 31 next following its issuance. The annual license fee set forth in section 3-2-6 of this chapter shall be paid in advance and there shall be no refund of any portion of the same; except that the annual license fee to be paid shall be reduced in proportion to the full calendar months which have expired if a new application is approved after February 1 of a particular year.
