At its first meeting following each annual appointment of new members, the Commission shall elect a chairman and such other officers as it deems appropriate to hold office for one year and until their successors are elected. Three (3) unexplained consecutive absences of any member from regular meetings of the Commission in any one calendar year shall be tantamount to resignation. The City Council shall fill vacancies.
