The commission may, upon prior authority from the City Council, employ necessary help whose salaries, wages and other necessary expenses shall be provided for by appropriations made by the City Council from the public funds or from other funds available to the commission. If the commission shall deem it advisable, it may employ and pay for technical consultation or services, upon prior authority from the City Council, paying such amounts as may be authorized by the City Council.
