Every person, except those who are specifically exempted by this chapter, whether acting as an individual, operator, owner, employee of the owner, or whether acting as a mere helper for the owner, employee, or operator, or acting as a participant or working in any way, who gives massages or operates a massage establishment without first obtaining a massage establishment or certified massage therapist license from the City in accordance with this chapter, or shall violate any provision of this chapter, shall upon conviction thereof, be subject to a fine as set by the City of Sycamore Consolidated Fee Schedule.
