Any building or portion, used as a massage establishment in violation of this Code or in violation of other state or federal law, with the knowing, reckless, or negligent permission of the owner of the massage establishment or the owner or the agent of the owner managing the building, together with all fixtures and other property used in violation of this chapter are hereby declared to be a nuisance.
