9-6-1: PERMIT REQUIRED:
No person shall move any building on, through or over any street, alley, sidewalk, or other public place in the city without having obtained a permit therefor from the City Council. Applications for such permits shall be made, in writing, to the Clerk and shall state thereon the proposed route and the number of days it is intended that the building shall occupy any portion of any street, alley, sidewalk or other public place. Before issuance of any special permit for the above uses, the City Council shall refer the proposed application to the City Planning and Zoning Commission 1
, which Planning and Zoning Commission shall be given thirty (30) days in which to make a report regarding the effect of such proposed building or use upon the character of the neighborhood, traffic conditions, public utility facilities and other matters pertaining to the public health, public safety and general welfare. No action shall be taken upon any application for a proposed building or use above referred to until and unless the report of the City Planning and Zoning Commission has been filed; provided, however, that if no report is received from the City Planning and Zoning Commission within sixty (60) days of the date of the public hearing, it shall be assumed that approval of the application has been given by the said Planning and Zoning Commission.
