If an inspection is scheduled by a permit holder or an agent representing the permittee and the work for which the inspection has been scheduled is not completed to the extent that approval may be made, the permit holder or designated agent shall be required to pay a fee at the office of the City Clerk, prior to another inspection being scheduled.
