10-5-1: BUILDING PERMITS; ROADWAYS REQUIRED:
No building permits shall be issued for any buildings or structures on any lot until roadways providing access to the lot have been constructed or are in the course of construction and are suitable for vehicular traffic. (1988 Code §9.121)
