In interpretation and application, the provisions of this Title shall be held to be the minimum requirements. Where the conditions imposed by any provisions of this Title are either more restrictive or less restrictive than other provisions from applicable laws, ordinances or other regulations of the City, the provisions which are more restrictive or which impose higher standards shall be applied.
