A properly designed street system complete with curb and gutter and sidewalks on both sides shall be provided at the expense of the owner or developer of a subdivision to serve each lot within said subdivision. All streets, curb and gutter and sidewalks shall extend across the entire width of the lot to be served and, in the case of a corner lot, said improvements shall also be provided along the side of the lot.
