No person in charge or control of any property within the city, whether as owner, tenant, occupant, lessee or otherwise, shall allow any inoperative vehicle to remain on such property longer than seven (7) days after written notice. In the event any person desires to appeal said notice, such appeal must be made to the chief of police within fourteen (14) days of receipt of notice, said appeal to be filed, in writing.
