The County Board of Commissioners establishes an Emergency Management Advisory Council and Emergency Management Organization, and adopts by reference and incorporates as part of this code of ordinances as fully as if set out at length herein, all the requirements for appointment to said Board(s) and the duties and responsibilities of said Board(s) as set forth in I.C. 10-14-3-17 and all other state statutes applying to the same.
