(A) If a person voluntarily delivers an animal to the County Animal Control Shelter for the purpose of quarantining the animal, the owner shall be charged a fee as periodically established by the Board of Commissioners.
(B) Persons who fail to recover their animal following the quarantine period shall be deemed to have voluntarily abandoned their animal to the custody of the County Animal Shelter and shall also be liable for the aforementioned quarantine fees.
