Any persons violating any provisions of this chapter or the vehicle use or parking restrictions contained in a local declaration of disaster emergency or a “warning” travel advisory shall be guilty of the commission of an infraction, and may be fined any sum not to exceed $100, and such shall be enforceable in any court of law, duly authorized by state law, and in addition to such fine, the court shall be authorized to direct the violator to repay the county any monetary losses or expenses incurred in the incident.
