§ 30.04 TOWN PERSONNEL.
   (A)   The Council may authorize the Clerk-Treasurer to hire an assistant clerk when needed for the function of the Clerk’s office and Town Council, at a rate as set forth in the Salary Ordinance.
   (B)   The Town Council may hire a sewer collections/Council secretary as needed for the function of the Town Council, at a rate as set forth in the Salary Ordinance.
   (C)   Vacation, leave time and personal time off of new full-time employees shall accumulate at the end of their probationary period and will be retroactive to the time job started. No personal days will be payable the first year of employment.
   (D)   All full-time employees shall work 40 hours as scheduled per week before compensation time can accumulate. All employees shall ring their time card at the beginning and the end of their work day, and any employee ringing another employee’s time card will be subject to termination. Any un-rang time card will be subject to the Department Head’s determination. At the end of employee’s work week, the employees shall have his or her card approved in writing by their Department Head and turned in to the Clerk-Treasurer to be properly recorded. Any time card turned in more than 72 hours late will not be considered for payment. All entries entered by hand must be in ink and initialed by the department head for approval.
   (E)   (1)   The Town Police Department employees will, for safety reasons, contact the County Sheriff’s Department any time they are coming on duty or off duty, or called to any disturbance during their off-duty hours or on call hours. Employees of the Police Department will work a 28-day schedule as determined by the Town Council/Police Commissioner.
      (2)   The police schedule shall be posted at the beginning of the month in a conspicuous area for easy referral. The Police Department employees will work their required amount of hours before compensation time will accumulate.
   (F)   The street and sewer employees work schedule will be from 8:00 a.m. to 4:30 p.m. with a mandatory one-half hour lunch period.
   (G)   Vacation time for employees:
      (1)   Vacation (which must be taken one full work week at a time, i.e., seven consecutive 24-hour calendar days) without loss of pay shall be as follows:
         (a)   One to two years: two weeks earned, one week the most advantageous to the employee;
         (b)   Three to nine years: three weeks earned; and
         (c)   Ten years or more: four weeks earned.
      (2)   Vacation time will be allowed to carry over one week only, if submitted and approved by the Town Council. New town employees will accumulate up to 12 days per year, and any employee hired in any month after January 1 will accumulate one day per month of service. Up to 12 accumulated paid absence allowance days will be credited beginning the first day of the second year (January 1), and first year employees will accumulate paid absence days at the rate of one day per month from the date of employment. No personal/sick days are provided the first year of employment. Allowance days can be used by employees for either sick or personal days at their discretion but will not carry over to the new year. Employees will be required to turn in an absence card for time off and will only recognize an eight-hour minimum.
      (3)   To avoid vacation conflict, vacation shall be turned in by March 1 of that year. If a vacation is not scheduled, it will be referred to the Council for approval. Any day taken that is not earned will be deducted at the end of the next pay period.
   (H)   Bereavement will be paid on the death of an immediate family member for a period of three consecutive days. The immediate family is considered to be grandmother, grandfather, father, mother, step-mother, step-father, children, step-children, brother-in-law, sister-in-law, spouse, sister or brother.
   (I)   For sick leave, employees will be compensated only after all allowable leave time has been used (including all paid absence days and vacation time) according to their salary, while off-duty for no more than 90 days. If the Town Council offers a short-term and/or a long-term disability insurance policy, the town will only pay what the policy pays. If the employee is not released by a doctor, they will be compensated for the injury while on duty to supplement workers’ compensation so full salary is achieved. This compensative will include any amount paid through the short and/or long term disability insurance through Social Security. Employees having three consecutive sick days off after using up all “personal days” and “comp” time will be required to turn in a doctor’s slip for each consecutive day. Three consecutive days off without notification of the Council President or department head shall constitute a voluntary quit.
   (J)   All town employees will agree to submit to drug tests and/or physicals upon request by the Council.
   (K)   Holidays apply to hourly employees only. Paid holidays are as follows: New Year’s Day; Good Friday; Memorial Day; Independence Day; Labor Day; Election Day; Thanksgiving Day and the day after Thanksgiving; and Christmas Eve (December 24) and Christmas Day.
