The town may seek to terminate the wastewater treatment services to any discharger which:
(A) Fails to factually report the wastewater constituents and characteristics of its discharge;
(B) Fails to report significant changes in wastewater constituents or characteristics;
(C) Violates the pretreatment requirements or admissibility requirements of this chapter;
(D) For a nonresidential discharger, refuses reasonable access to the discharger’s premises by representatives of the town for the purpose of inspection or monitoring or for any other user, who refuses reasonable access to his, her or their property by representatives of the town for the purpose of inspection or monitoring; in addition, the right to terminate shall extend to a refusal of access to the discharger’s dwelling structures if there is evidence that the discharger is discharging in violation with the terms herein; or
(E) Violates the conditions of this chapter or any final judicial order entered with respect to provisions herein.
