§ 99.03 STANDARDS FOR ISSUANCE.
   (A)   The payment of the required permit fees shall entitle the applicant assurance of the issuance of such permit unless the City Manager or his or her designee shall affirmatively find any of the following:
      (1)   The park or recreational facility is to be used for any unlawful purpose; or
      (2)   The time, place or manner of use of the facility is likely to cause substantial disturbance to persons occupying property adjoining the facility; or
      (3)   The time, place or manner of use of the facility is likely to result in damage to city property; or
      (4)   The application for the permit is made such that there is not sufficient time to make the above determinations; or
      (5)   The failure to clean a facility to the satisfaction of the City Manager or his or her designee after a prior use of such facility, regardless of whether such prior use was under a permit provided for herein or not.
   (B)   To afford all the public a wider use of camping facilities, the continuous occupancy of a camping facility by the same person or group in a park is limited to seven consecutive calendar days.
   (C)   When a person has used a camping facility in a park for seven consecutive days, the person may not again use the overnight camping facilities in the park for 48 hours, unless the City Manager or his or her designee determines that adequate camping spaces are available to serve the public.
   (D)   A person under 18 years of age in a park after closing hours must be accompanied or supervised by an adult that has obtained the required permits for overnight camping use. The ratio of adults to minors shall not be less than one adult for every eight minors.
