The registration permit may be revoked if:
(A) The owner or operator of the golf cart or utility vehicle fails to abide by the rules and regulations of this chapter, including failure to maintain liability insurance.
(B) The owner of or driver of the golf cart or utility vehicle fails to abide by the traffic laws and/or operates the golf cart or utility vehicle in an unauthorized area.
