(A) Golf carts and utility vehicles owned and/or operated for official government purposes by the city or any other governmental entity are exempt from regulation by this code.
(B) Golf carts and utility vehicles used while evacuating persons during a declared emergency are exempt from regulation by this code during the declared emergency and for 72 hours after the emergency unless otherwise ordered by the city.
