The Park and Recreation Board shall have the power and shall be required to:
(A) Draft and recommend to the City Council policies for use of all city park facilities;
(B) Assist the city in processing all park grant reports, preparing forms, obtaining proposals, conducting park planning, supervising construction and researching and securing matching funds;
(C) Make reports of its activities and recommendations to the City Council; and
(D) Perform other duties and be vested with other powers as the City Council may, from time to time, authorize.
