City personnel rules and regulations concerning controlled substance policies and regulations, copies of which are maintained by the city, for all purposes, are hereby officially adopted and approved, and where there exists a conflict between any of the ordinances contained in this code of ordinances and any of the city personnel rules and regulations concerning controlled substance policies and regulations, the city personnel rules and regulations concerning controlled substance policies and regulations shall govern and prevail.
