The city shall and will refuse to furnish city services to any person, firm, association or corporation who shall violate the terms of this chapter and, in addition, shall have the right to prohibit the violation or correct the violation by writ of injunction. Also, the city shall refuse to furnish city services planned for a subdivision until the City Engineer writes the certificate of completion and the City Council accepts and approves the subdivision and improvements.
