In the event that the City Council determines that the best interest of the city will be served by submitting the construction of streets, drainage, water, sewer and gas mains to public bids, the city shall authorize the submission of the named projects to public bids in the manner provided by Tex. Rev. Civ. Stat., Art. 2368a, as amended, hereafter amended or codified. The city shall reserve the right to reject any and all bids and accept the lowest responsible bid.
